While brainpower has become a strategic resource, the competition for high-level innovative workers has become more intense than ever. Countries have tried their own means to attract not only the well-established talent, but also young people with development potential to come to their countries and work for them. China is standing on a historical juncture as it is simultaneously experiencing an economic slowdown, undertaking structural reform, and digesting the legacy of previous stimulus policies. How to attract the world’s high-level innovative minds is a crucial issue. What’s needed is the creation of a people-oriented innovation eco-system that provides a strong guarantee to support the well-being and R&D facilities of the high-level intellectuals. About the speaker: Ms. Lifeng Guo is a Visiting Scholar at the Maxwell School. She was most recently a Senior Research Fellow at Exchange, Development & Service Center for Science and Technology Talents (STTC), MOST in Beijing, where her research focused on science and technology talent development and policy in China. Her goal is to foster greater collaboration among organizations to increase research on talent development. She earned an M.A. in Anthropology from Minzu University of China and a B.A. in International Trade from Inner Mongolia Finance University.
